In 2006 two Fire and Rescue personnel lost their lives as a result of an explosion in a fireworks storage unit in East Sussex.


Following this tragic loss of life, Paul Turnbull was given the responsibility of inspecting every licensed explosives store within the county of Hampshire.  His remit was to assess compliance with the Fire Safety Order and to identify measures necessary to reduce risk to fire-fighting personnel in accordance with the Fire and Rescue Services Act 2004.

Paul identified the commonalities that existed between the Manufacture and Storage of Explosives Regulations 2005 and the Fire Safety Order.  Working in close liaison with the Local Authority Trading Standards Officer he inspected each of the sites, reviewed the Fire Risk Assessments and assessed the risk to relevant persons and the potential risk to fire-fighters should a fire develop in a neighbouring building.  He provided information and guidance to the owners of the sites in order to reduce the risk to fire-fighters to as low as reasonably practicable where appropriate, and informed local Fire Stations of his findings.
